We want to provide what you need to determine if we are the right partner for you, and we hope the information we share here will ignite your imagination for how we might work together to spread the gospel, share love and hope with the lost and hurting, and equip believers to continue growing in Christ and ministering to the world around them.


Our Purpose

Cofradía United USA exists to support international missionaries and native Mexican churches and church leaders as they partner together to raise up Christian leaders who are securely rooted in Christ and capable of raising up other leaders in order for the Kingdom of God to be extended here, there, and everywhere in a spirit of Christian unity.

We are the American non-profit umbrella for ministry currently happening in west-central Mexico. That ministry is comprised of American missionaries and local church leaders partnering together to support and encourage pastors in the region and to provide education, materials, and support for church and parachurch activities.

Within Mexico, our partners operate under the umbrella of two sister organizations registered with the Mexican government: La Cofradía United International Civil Association and Centro Cristiano La Cofradía United Religious Association.

Cofradía United USA serves to connect short- and long-term prayer, financial, and mission partners outside of Mexico with the staff and projects in-country that need their prayer, financial, and physical support.

Our History

The word “cofradía” in Spanish translates to “brotherhood” in English. It is also the name of the rural village where our ministry hub is located. This unassuming community in the western foothills of the Sierra Madre mountains of Nayarit, Mexico, has, over several decades, grown into a nerve center for leadership networking, discipleship, Christian education, evangelism, church planting, and myriad other creative ways of spreading the gospel and building the Kingdom of God.

In 1986, while on staff with Youth With A Mission in Mazatlán, Sinaloa, Tom Hackett was introduced to the municipality of Rosamorada, in the Mexican state of Nayarit, during a short-term mission outreach. Since Rosamorada is the municipal seat for this area, it was not long before they heard about the nearby village of Cofradía; then in 1992, government officials directed Tom and his team needs in Cofradía; more specifically, to medical needs in and around the little village. This eventually led to the purchase of property and the establishment of a full-time medical ministry, led by Dr. Andy Moore, Tom and Linea Hackett, and David and Kathy Elias.

For quite some time the ministry in Cofradía was a traveling medical clinic in which Dr. Moore treated patients while the other staff members led Bible studies in the waiting areas. Eventually, the Mexican government decided to build a government-run clinic in Cofradía, which ended the need for medical ministry. However, by that time the vision for the area had developed into one of church-planting; while Dr. Moore felt called elsewhere, the Eliases and Hacketts decided to remain in Cofradía, formally establishing their ministry under the banner of Alternative Missions, Inc., and set about the work of evangelizing the area and discipling and nurturing the church that was beginning to take root.

In July 2011, long-time staff members Steve and Geña Silberman took over as directors of the Alternative Missions ministry in Cofradía. Since that time, the purpose and vision of this ministry has shifted form church planting to equipping the now established local church and assisting it to fulfill its call. In 2021, Alternative Missions, Inc. officially closed its doors, but our ministry in Cofradía and the surrounding region continues to grow and thrive. In order to press onward in the vision God has called us to in this region, we partnered with other charitable organizations in the U.S. to manage funds and coordinate teams until our incorporation was completed in December 2024.

We are now entering yet another chapter of the story of God in Mexico. Over time, partners may change and the daily tasks may shift, but the Lord’s call to share the gospel and equip believers to carry His truth to their friends, family, communities, country, and the world remains ever constant. Our Staff & Partners

Steve & Efigenia Silberman

President/CEO, Director of Ministry

Steve and Efigenia (Geña) have been missionaries in Cofradía since 1996, and Directors since 2011.

Steve is originally from Poulsbo, Washington. He graduated from Northwest University with a BA in Biblical Literature and minors in Youth and Educational Ministries. Geña is a Cofradía native and has a Theological Christian Counseling degree through the Summit Bible College Nayarit extension school.

They have three daughters: Rebecka Frances, Emma Rose, and Mackenzie Reis.

Gregorio & Matilda Hernández

Lead Pastor
Director of Cofradía Kitchen

Gregorio (Goyo) is the lead pastor of the local church, Centro Cristiano Cofradía, and serves as President of the Religious Association. Matilde (Mati) directs our Cofradía Kitchen ministry, feeding the area children breakfast before school every day.

Goyo is a Cofradia native and has a Masters in Theology through the Summit Bible College Nayarit extension school. Mati is from the nearby town of Puerta Colorada, Nayarit. They have four grown sons and six grandchildren.

Amber Crafton

Board Secretary, STM Coordinator

Originally from Richmond, Virginia, Amber served as a missionary in Cofradía for four years (2006–2010). She took over as STM Coordinator in 2009, which she now does from her home in St. Louis, Missouri.

Amber holds a BA in English from the University of Mary Washington and a copyediting certificate from UCSD-Extension. When not coordinating mission team logistics, translating reports, or organizing corporate document repositories, she works full time as a nanny and moonlights as an editor and writer.

Dr. Brad Pembleton

Vice President

Brad has been leading regular STM trips to Cofradia since 2002, which has produced a deep, vibrant relationship with the local community, our church partners, and the CU USA ministry.

Brad has a BA in Bible from Dallas Christian College, a ThM from Fuller Theological Seminary, and his DMin in Leadership and Spiritual Formation from Portland Seminary at George Fox University. He works as a pastor and a teacher and, in his spare time, enjoys golf, visiting MLB baseball stadiums, and spending time with his family.

He and his wife, Tanya, have two grown children, Brant and Camden, and live in Houston, Texas.

Frank Jiménez

Board Member

Frank’s deep history with Cofradia began with his first STM outreach in 1994 and has continued through all our iterations.

In 1998, he co-founded Jóvenes en Acción (Youth In Action), a vibrant initiative that connected young people from local churches through the fun of sports and the challenge of Bible trivia. After retiring, he earned a ThM from Summit Bible College in 2012. He now travels to Mexico, Central, and South America, interpreting for STM teams, ministering in orphanages and schools, and sharing the hope of Christ in local prisons.

He lives in Camarillo, CA, with his wife of 48 years; they share four children and two grandchildren.
